IPA/IFLA adopt orphans

The International Publishers Association (IPA) and International Federation of Library Associations and Institutions (IFLA) have agreed on key principles of access to ‘orphaned works'--items that are in copyright but whose owner cannot be identified. The principles aim to allow librarians, publishers, authors and other information users to use orphan works in a way that does not make them liable for charges of copyright infringement should a legitimate owner be found subsequently.
